I have itunes 8.1.1.10 and I have a microsoft wireless explorer mouse(desktop version), both are fully updated, but the scroll wheel is not working properly. It works when i scroll the wheel for a bit, but it seems like the sensitivity in itunes is too high.

I have tried putting the sensitivity on my mouse all the way up, but it did nothing,

Here are my specs in case it is a technical problem:

HD4870
intel quad core processor at 2.4Ghz (not overclocked)
4 gigs of ram
Vista Home Premium 64 bit with SP1

I have no clue whats wrong.

Quad core is too powerful for iTunes. And your mouse has too many buttons.

There's some links in that thread with some suggestions that might be worth trying. I've had no problem with my iTunes and a wireless mouse (I've got Vista 64-bit but with a Logitech mouse).
